If you haven't been following the current Ultimate Universe storyline, the United States is currently embroiled in a bloody civil war.
Some of the States have become Sentinel/ Purifier controlled while there are also other states that just wanted to gain their independence.
The Ultimates come from a sweet victory over Reed Richards and his "Tomorrow Children". Just last issue Captain America returned to the fold after leaving the team due to the death of Peter Parker.
I'm calling it now, Ultimate Cap would decide to take up office to make sure that the USA would be "united" once more. He'll have the backing of his Ultimates team mates together with the X-Men [led by Kitty Pryde] and will be working with Jean Grey's team of mutants to ensure that peace will be seen all across the world.
He'll probably decide on becoming the US President after finding out all the bullcrap that's happening while he was away on sabbatical. This will move the Ultimates back to a position where they act as the premiere super team in the world again.
I think this decision will also provide Steve Rogers with a way to make amends for the time that he was absent (such as the fall of Asgard and the bombing of Washington D.C.)
