So without going into too much detail, Scott's mind wanders while battling the combined forces of the X-Men and the Avengers. In between the seconds that he's travelling the world and causing untold damage Cyclops ends up in the walls of the White Hot Room. This is where the Phoenix collective have been hanging out after their last appearance in Grant Morrison's New X-Men.
So yeah, according to Cyclops' dead wife he's an idiot. Could that remark go towards Marvel's editorial for creating such a confusing story with lots of open plot holes and half-assed dialogues and characterizations? Also note that while showing her disdain towards Scott, Jean is thrilled at Wolverine's actions over naming his new school after her.
