If I'm not mistaken this was very near the the character lineup which was featured in an issue of Wizard Magazine.
Also I read an article about the original plan for this series according to Bruce Timm was start with a different spin on the 'Big Seven' minus Batman who at the time was busy with Batman: The Animated Series making him 'unavailable'.
The original plan was to have add new members for the second season which will feature characters like Lightray and Mister Miracle together with the Question and even Vixen.
This never materialized in the pilot and the roster whittled to feature the characters that we know and love.
Oh and they added in Batman voiced by the awesome Kevin Conroy, which was, well, Iconic.
Interestingly enough Green Arrow, Black Canary, The Question and The Huntress later joins the series which was revamped as "Justice League Unlimited". They even figured in a nice couple of episodes such as the classic "Double Date" episode.
Vixen also got her short spotlight as she and Green Lantern John Stewart became a couple. When Hawkgirl returns a few seasons later, fans were treated to an unexpected love triangle.
Supergirl even did a couple of episodes in Justice League Unlimited. She even touched base with the Legion of Superheroes.
There you have it. A look at what might have been. Also while I admire Aquaman's classic look (both the New 52 and the old one as well), Timm and company made a good call using the Aquaman with the fish hook.
