And yes, it really looks like he's sporting the new Captain America costume that was revealed a few days ago. Then there was ScarJo who still looks pretty as the Black Widow; and again she's sporting a new hairdo for her appearance here in this new Marvel Studios picture.
As for what they're doing, I can only assume that they are infiltrating a HYDRA base and they're doing it stealthily. If I remember the story correctly, it was after this mission (where it was Agent 13, Sharon Carter and not Black Widow who was with Rogers) that the Winter Soldier finally reveals himself to his former bestfriend and wartime partner. Then he blows up parts of Philadelphia as an act of terrorism (which might not be a good thing since the Boston Marathon Bombing's still fresh).
