It is revealed that it's actually Bruce Wayne who has infiltrated their ranks. They want to kill him but Bruce fights and runs. He narrowly escapes the Red Hood Gang (whose leader seems to have a smile which resembles the Joker's smile).
Inside the sewers, Bruce prepares to leave but the Hoods catch on to him opening fire at him. He escapes using a very Tron-esque motorcycle. He leaves the Red Hood gang behind and enters his new secret lair situated in Crime Alley.
Bruce ponders on what's lacking and we see the full array of gadgets and tech he has amassed for his secret war against crime. Bruce then goes to the rooftops and tries up his new remote controlled/ timed batarang (which really doesn't look like a batarang at this point in time).
Jim Gordon pays a visit and talks to Wayne about several matters including a mysterious new vigilante operating at night and taking down thugs and crooks alike. Bruce is wary that the remote controlled batarang will return to him while talking to Gordon but is lucky enough to get going the moment the batarang moves.
Outside the Red Hood gang plan to attack the newly minted headquarters of Bruce Wayne.
The backup story is set a year later when Batman is already a solid figure in Gotham City. We meet a non-Batgirl Barbara Gordon who talks to her father about the Bat-Signal. There's also a bit about Tim Drake reporting his principal's misdeeds and Jason Todd's story where he steals from a convenience store and then takes down his partner after witnessing him kill an innocent bystander.
Finally we also see Dick Grayson still a member of the Flying Graysons as he foils a theft in Haly's Circus. All four individuals look up at the same moment to see the Bat-Signal for the first time.
Back up story is written by James Tynion IV who also did the Batman Annual featuring the revamped origin of Mr. Freeze.
