Loved this issue for a number of reasons. One is that it's Harper Row's return to the spotlight. She's looking more fierce and is also a lot more determined to help out her idol, Batman. Also, more about her backstory...
First we find out that Batman sent Harper's dad to the slammer with the hopes of keeping him away from further trouble.

We also discover that Harper's been doing some midnight vigilante work for quite some time now looking out for Batman...
... who seems to be on a rampage after the death of Damian Wayne.
Not only is Batman on a rampage against crime, but he's also wearing himself thin hunting down criminals even in broad daylight which is very unusual for him. His methods have also changed as he's become more brutal in taking down perps...
In one of his encounters with the perp he's taking down, Batman finds himself cornered and runs the risk of being chewed to bits by giant, mutated dogs similar to that scene in Django Unchained. He is however rescued by Harper Row who takes down not only the dogs but also their gigantic handler. Rather than thanking the diligent Ms. Row, Batman breaks her nose and says this...
This is what'll probably make Harper different from the other Robins (or at least from Tim Drake)...
After several long exposition pages, we finally see Harper and Batman sorting things out once again, this time drawn by Alex Maleev...
The final page was awesome. Not so much in the 'shock' sense but more because it has this feel good vibe.
VERDICT: 9/10
Giving it 9 because the pages aren't enough but in reality, I give this 10.
