I seriously hate DC's combo pack. Why didn't they just follow Marvel's lead in terms of digital comics distribution. Also speculation time!
I think this isn't Bruce Wayne if this is going to be set in the present. Maybe it's the Joker. If this is set years before Batman # 1 which is 'Zero Year', then there must've been a misunderstanding between Mr. Wayne and Commissioner Gordon. Maybe Gordon's trying to arrest Bruce Wayne and that this was orchestrated by the Red Hood gang leader, who later becomes the Joker.
Who knows whats really lurking in the mind of the Batman creative team, Scott Snyder and Greg Capullo.
